I hope the course isn’t taught by Mr Sealy.  He recently informed the Joint Parliamentary Committee on ethics that it was OK to circumvent statutory selection criteria because it enabled the selectors to pick the person they wanted.

One can understand why such a fellow would prefer an ethics system that was merely exhortatory.

Training in ethics for parliamentarians reminds me of a true story I once heard.

A young army officer straight from university was appalled at the low standard of education among his troops, and being young and enthusiastic, thought he could do something about it. He called the Sergeant Major in and instructed him to tell the troops that he was going to give them some lectures on culture.

The Sergeant Major, during the morning parade, announced to the assembly, ‘Our Hofficer is disgusted at youse lots lack of culture. You will all assemble in the drill hall this evening and he is going to give you a lecture on Keats, and I bet not one of you buggers knows what a keat is!
