The last few photos clearly show the reason for the dirty smog. The horizontal smoke pushes flat against the ceiling of the air-shed with the relatively clear cold inversion layer above.

It’s not hard to imagine a pulp mill flume travelling up the valley, funneled by the hills and the inversion layer.
