I agree totally with Bob, Rodney, Brenda, gj, John and eagle eye on this issue. The provisions of the EPBC Act in the case of Gunns Ltd are somewhat akin to a woman being beaten by an abusive husband who locks herself in her bedroom and rings the police and asks for help.
The police respond by saying that they cannot send a squad car, but that the unfortunate woman must put her complaint in writing and slip it under the bedroom door to her enraged husband who will then be legally required to review the complaint objectively and take it to the police station himself. Or am I missing something here?
